How LL152 Deadlines Work
Local Law 152 uses a rolling four-year inspection cycle based on community board districts. Each building in New York City belongs to one of 59 community boards spread across the five boroughs — Manhattan, Brooklyn, Queens, the Bronx, and Staten Island.
The DOB assigns each community board to a specific year within the four-year cycle. Your building's deadline depends entirely on which community board district it falls in. All buildings within the same community board share the same deadline year.
The inspection and GPS-2 filing must be completed by the end of the calendar year assigned to your community board. There is no staggering within a given year — all buildings in the same district share the same annual deadline.
Community Board Deadline Schedule
The four-year LL152 cycle divides community boards into annual groups. Here is the schedule for the current (second) cycle:
- Year 1 — Community Boards 1, 3, 10: These boards were inspected first in both the initial and second cycles. Buildings in these districts had their second-cycle deadline in 2024.
- Year 2 — Community Boards 2, 5, 7, 13: The second group of community boards. Second-cycle deadline was 2025.
- Year 3 — Community Boards 4, 6, 8, 9: Currently due. Buildings in these districts must complete inspections and file GPS-2 certifications by the end of 2026.
- Year 4 — Community Boards 11, 12, 14+: The final group in each cycle. Second-cycle deadline is 2027.
Note that these community board numbers apply across all five boroughs. For example, Manhattan Community Board 4 and Brooklyn Community Board 4 are both in Year 3 of the cycle.
The GPS-2 Filing Window
After your Licensed Master Plumber completes the inspection, there are specific filing deadlines to follow:
- 60 days to file the GPS-2: The LMP must file the Gas Piping System Periodic Inspection Certification through DOB NOW within 60 days of completing the inspection.
- 120 days for remediation: If conditions requiring correction are identified during the inspection, the building owner has 120 days to complete repairs and submit documentation of corrective work.
It is critical to schedule your inspection with enough lead time before your community board deadline. If you inspect in December and conditions are found, you may exceed your annual deadline before remediation is complete. Plan to inspect at least 4-6 months before your deadline year ends.
Second Cycle Deadlines (2024-2027)
The first LL152 inspection cycle ran from 2019 to 2023. The second cycle — currently underway — runs from 2024 to 2027:
- 2024 (completed): Community Boards 1, 3, 10 — Year 1 of the second cycle.
- 2025 (completed): Community Boards 2, 5, 7, 13 — Year 2 of the second cycle.
- 2026 (current year): Community Boards 4, 6, 8, 9 — Year 3 of the second cycle. If your building is in one of these districts, your inspection is due this year.
- 2027: Community Boards 11, 12, 14+ — Year 4 of the second cycle. Start planning now to avoid last-minute scheduling challenges.
After the second cycle ends in 2027, the third cycle will begin in 2028, restarting the same community board rotation.
