Local Law 152

NYC gas piping inspection requirements for building owners. Understand your obligations, deadlines, and how to stay compliant with periodic gas piping inspections.

What Local Law 152 Requires

Local Law 152 of 2016 requires periodic inspections of gas piping systems in all New York City buildings. Enacted in response to gas-related incidents across the city, the law mandates that building owners have their gas piping inspected by a Licensed Master Plumber (LMP) every four years.

The inspection covers all exposed gas piping from the point of entry into the building to each gas appliance connection. Inspectors check for corrosion, leaks, improper connections, illegal installations, and any conditions that could create a hazard.

After inspection, the LMP must file a GPS-2 certification form with the NYC Department of Buildings, reporting the condition of the gas piping system and any required corrective actions.

Who Must Comply

Local Law 152 applies to all buildings in New York City that have indoor natural gas piping. This includes:

  • Residential buildings — Multifamily apartment buildings, condominiums, and co-ops
  • Commercial buildings — Office buildings, retail spaces, and mixed-use properties
  • Institutional buildings — Schools, hospitals, and government facilities

Exemptions: Buildings classified under occupancy group R-3 (one- and two-family dwellings) are exempt from the periodic inspection requirement. Buildings with no gas service are also not subject to the law.

Inspection Requirements & the GPS-2 Form

The inspection must be performed by a Licensed Master Plumber (LMP) or by an individual under the direct and continuing supervision of an LMP. The inspection scope includes:

  • All exposed gas piping from the point of entry to individual appliance connections
  • Public spaces, hallways, mechanical rooms, and boiler rooms
  • A sampling of at least 50% of occupied apartments/units in residential buildings, or all units if conditions warrant
  • Testing for gas leaks using approved leak detection methods

Upon completion, the LMP files a GPS-2 form (Gas Piping System Periodic Inspection Certification) with the DOB through the DOB NOW portal. The certification must be filed within 60 days of the inspection.

If conditions requiring correction are found, the building owner must have repairs completed and submit documentation of the corrective work within 120 days.

Filing Deadlines by Community Board

Local Law 152 deadlines are based on community board districts and follow a rolling four-year cycle. Buildings must be inspected and the GPS-2 certification filed by the deadline for their community board.

  • Community Boards 1, 3, 10 — Deadlines fall in the first year of each cycle
  • Community Boards 2, 5, 7, 13 — Deadlines fall in the second year of each cycle
  • Community Boards 4, 6, 8, 9 — Deadlines fall in the third year of each cycle
  • Community Boards 11, 12, 14+ — Deadlines fall in the fourth year of each cycle

Check the DOB website or contact KomplyOS for your specific building's deadline based on its community board district. Missing a deadline triggers automatic violation issuance.

Penalties for Non-Compliance

Failure to comply with Local Law 152 carries significant financial penalties:

  • $10,000+ civil penalty for failure to file the required GPS-2 certification by the deadline
  • Additional daily penalties for continued non-compliance after the initial violation
  • DOB violations that become part of the building's public record and can affect property transactions
  • Potential gas shutoff if unsafe conditions are identified and not corrected
  • Property liens for unpaid fines associated with non-compliance

Beyond financial penalties, non-compliance exposes building owners to significant liability risk in the event of a gas-related incident.

What is the GPS-2 form?
