NYC Local Laws for Building Compliance
New York City has some of the strictest building compliance requirements in the country. These Local Laws define what building owners must inspect, how often, and what happens if they don't.
Local Law 11
DOBFacade Inspection & Safety Program (FISP)
Requires exterior wall and appurtenance inspections every 5 years for buildings over 6 stories. Performed by a Qualified Exterior Wall Inspector (QEWI).
Applies to: Buildings over 6 stories
Local Law 16
FDNYFire Safety Compliance Reports
Requires fire safety and evacuation plans, fire drills, fire safety directors, and compliance reports for high-rise and large assembly buildings.
Applies to: High-rise buildings, large places of assembly
Local Law 26
DOBElevator Inspections
Requires Category 1 annual inspections and Category 5 five-year full-load safety tests for all passenger and freight elevators.
Applies to: All buildings with elevators
Local Law 87
DOBEnergy Audits & Retro-Commissioning
Requires energy audits and retro-commissioning every 10 years for buildings over 50,000 square feet, on a rolling cycle by tax block.
Applies to: Buildings over 50,000 sq ft
Local Law 97
DOBCarbon Emissions Limits
The Climate Mobilization Act sets carbon emissions limits for buildings over 25,000 square feet. Penalties of $268 per metric ton over the limit, starting 2024.

Local Law 152
DOBGas Piping Inspections
Requires periodic inspections of all exposed gas piping by a Licensed Master Plumber every 4 years. GPS-2 certification filed with DOB.
Applies to: All buildings with gas service
